Written Examination for the Post of Junior Assistant/Junior Assistant cum Computer Operator, DMRRR Department, advertised vide Advertisement Notification No. 01 of 2022, under Item Nos. 001 to 017, held on 21-09-2023 - Provisional Answer Key regarding.



The Jammu and Kashmir Services Selection Board (JKSSB) conducted the Written Examination for the post of Junior Assistant/Junior Assistant cum Computer Operator, DMRRR Department, advertised vide Advertisement Notification No. 01 of 2022, under Item Nos. 001 to 017, on 21st September, 2023.
The Provisional Answer Key of the question paper (Series A, B, C, D) for the above said examination is provided at Annexure A to this notice for the information of the candidates.
Any candidate having objection(s) to the answer key, may submit his/her objection(s)/representation(s) in respect of such question(s) on prescribed format/proforma annexed herewith as Annexure B along with the documentary proof/evidence substantiating the claim (hard copies only) and a fee of Rs. 200/- (in the form of demand draft) per question (refundable in case of genuine/correct representation/objection) in favour of the Accounts Officer, J&K Services Selection Board.


In case the objection is found correct, the Answer Key will be revised accordingly in respect of all candidates. No candidate will be informed about the acceptance/non-acceptance of his/her objection individually.
The objections/representations can be submitted in offline mode only, in the office of J&K Services Selection Board, CPO Chowk, Panjtirthi, Jammu/J&K Services Selection Board, Zamzam Building, Rambagh, Srinagar on 22-09-2023, 25-09-2023 & on 26-09-2023 during office hours only. The J & K Services Selection Board notified the Final Selection List of the candidates for the post of Accounts Assistant (Panchayat) in pursuance of Advertisement Notification No. 02 of 2020 dated 06.07.2020 under item No. 01 to 20. The said list has been recommended to the Indenting Department vide Letter 08-07-2021 for further course of action.

In the Selection List so forwarded, the recommendation of the below-mentioned candidates was kept withheld for the reasons as indicated against each.








In this regard, a Notice bearing No. JKSSB - LEG / 178 / 2023-03 (E - 7180315) dated 12.07.2023 was served to these candidates with an opportunity to submit the requisite documents within 21 days. However, none of these candidates has submitted his/her documents within the prescribed time of 21 days.

Accordingly, the above candidates, through the medium of this Notice, are given a final opportunity to submit the requisite documents within 07 days in the J & K Services Selection Board (Central Office) Jammu/Srinagar from the date of issuance of this Notice, failing which their recommendations shall be cancelled without any further notice.

Whereas District-Wise, Subject-Wise merit list has been published and is available on the official website of Directorate of School Education Jammu i.e., www.schedujammu.nic.in.

J&K Police bust fake recruitment scam in MES, five arrested

Srinagar September 1, 2023 : Police on Tuesday claimed to have busted a fake recruitment scam in Military Engineering Services (MES) when they arrested five persons in Jammu Kashmir’s Kupwara district.

In a significant breakthrough, the Kupwara Police has successfully dismantled a fraudulent recruitment scam preying on the aspirations of young job seekers in MES.

Police said, on September 1, 2023, one Mumtaz Ahmad Mir, residing in Gund Zonareshi Chowkibal, lodged a formal complaint with the Kralpora Police Station, alleging that his son, Mohaammad Sami Mir, had fallen victim to a recruitment scam orchestrated by a person identified as Nazir Ahmad Khan, a resident of Doolipora Trehgam.

The complainant asserted that his son had been swindled of Rs. 70,000 under the false pretense of securing employment within the MES, accompanied by a counterfeit appointment letter.

Responding swiftly to this complaint and supported by credible intelligence from the Military Intelligence (MI), the Kralpora Police Station initiated legal proceedings by registering a case under relevant sections of law and started a thorough investigation.



During the investigation process, statements from key witnesses were recorded, and counterfeit appointment letters were seized as evidence.

Khan was subsequently apprehended in connection with the scam and further revelations unfolded as the accused disclosed his affiliation with a group of scammers employing a distinctive modus operandi to defraud unemployed youths eagerly seeking positions within MES.

He also divulged the identities of his four collaborators as Zahoor Ahmad Mir, resident of Rawathpora, Shakeel Ahmad Makroo, resident of Awantipora, Feroz Ahmad Khashu, resident of Shaltang Srinagar and Shafkat Ahmad Shah, resident of Pampore Pulwama.

Utilizing the evidence at hand, special police teams dedicated to this case swiftly apprehended all the four individuals, police said.

Notably, Shakeel Ahmad Makroo emerged as the mastermind, operating under the alias “Raju,” presenting himself as an influential Kashmiri Pandit and an MES officer stationed at Rangreth Srinagar.

He enlisted the assistance of Zahoor Ahmad Mir, Feroz Ahmad Khashu, and Nazir Ahmad Khan as field agents, entrusted with the task of extracting money from unsuspecting job seekers, promising them MES positions.

Shafkat Ahmad Shah, the technical expert of the operation, was responsible for fabricating and printing counterfeit appointment letters and other documentation. He operated from the “Helpline advertising agency” in Rangreth Srinagar, where he manufactured these fraudulent documents, Police said.

As of now, the gang has duped approximately eight innocent unemployed youths hailing from North Kashmir, amassing an illicit sum of roughly Rs. 25 lakh.

Substantial evidence, including counterfeit appointment letters, gate passes, laptops, desktops, printers, and cellphones, have been seized from the possession of the accused.

The investigation remains ongoing, with expectations of additional arrests and further financial recoveries as the case unfolds, Police added.

Jammu and Kashmir Services Selection Board Blacklists Merittrac Services for Exam Irregularities


Jammu, September 1, 2023: The Jammu and Kashmir Services Selection Board (JKSSB) has ordered the blacklisting of Merittrac Services Pvt Ltd for a period of two years over irregularities in conducting exams held in March 2022. 

As per the order, Merittrac was entrusted with conducting OMR-based exams for Accounts Assistant (Finance), Junior Engineer (Civil) and Sub Inspector (Home) posts in March 2022. However, certain irregularities were reported in these exams, leading the J&K government to cancel them. 

The matter was referred to the Central Bureau of Investigation (CBI) which registered FIRs against Merittrac and its officials. 

JKSSB held that Merittrac failed to ensure the sanctity and security of the exam process as per the work order's terms and conditions. This compromised the purity and integrity of the exams and led to their cancellation.



After giving an opportunity for being heard, JKSSB concluded that Merittrac's reply was not satisfactory. The agency was held responsible for the leakage of question papers by subletting the confidential exam work to another agency.

As per GFR 2017 rules and considering the seriousness of the violations, JKSSB has ordered the blacklisting of Merittrac Services for two years in Jammu and Kashmir. The period could be extended by one year if Merittrac is convicted in the ongoing CBI probe.

The action aims to uphold transparency, fairness and integrity in competitive exams conducted by JKSSB for government recruitment.

The main reasons for JKSSB blacklisting Merittrac Services are:


  1. Merittrac failed to ensure 100% secrecy and security of the exam process as per the work order conditions. This compromised the purity and integrity of the exams.
  2. There were irregularities reported in the Accounts Assistant, Junior Engineer, and Sub Inspector exams held in March 2022 that Merittrac conducted. This led to the cancellation of these exams. 
  3. The CBI investigation found Merittrac officials involved in the exam irregularities. FIRs were registered against the company and its officials.
  4. Merittrac is accused of leaking question papers by subletting the confidential exam work to another agency, which is unacceptable.
  5. Merittrac's response to the show cause notice issued by JKSSB was found unsatisfactory and unconvincing. 
  6. The agency's actions led to the compromised integrity and fairness of the competitive exam process resulting in huge losses for JKSSB and other stakeholders.
  7. As per GFR rules, the violations by Merittrac warranted blacklisting to uphold transparency and fairness in exams for government recruitment.
