Advertisement for Vacant posts in respect of One Stop Centre for Women (OSC), Mission

Reference: Revised Guidelines of “Mission Shakti” notified by the Ministry of Women & Child

Development, GOI Vide No. WW-23/1/2021-WW, Dated 14-07-2022.

a) Opening date of receipt of application forms: - 22-10-2022.

Applications are invited from the eligible candidates for the below mentioned posts in respect of

One Stop Centre for Women (OSC), Mission Shakti Baramulla established under Ministry of Women and Child Development, Government of India, purely on temporary basis initially for a period of one year, on consolidated honorarium as per the guidelines of the Mission Shakti, subject to the satisfactory performance, continuation of the scheme and funding from the government.

 

Following is the Qualification:

Para Medical Professional At least 03 years experience of | Min-18 years and

01.) Personnel 01 Degree/Diploma in working within a Max-40 years as (Females Paramedics with a Government/ Non Government | on 01-01-2022 only) background in Health | Health Project/Programme at Sector the District Psycho-social Professional Atleast 03 years experience of | Min-18 years and

02. Counsellor 01 Degree/Diploma in working within a Max-40 years as (Female Psychology/Psychiatry | Government/ Non Government | on 01.01.2022only) y/Neurosciences with | Health Project/Programmed at background in health | the District Level sector Experience of working in the Min-18 years and Multi- 03 ‘| Matriculate relevant domain. Max-40 years as

03. Purpose on 01-01-2022 Staff/Cook 2 years experience of working | Min-18 years and

4. Security 01 Matriculate as a Security Personnel in a Max-40 years as Guard/Night Government or reputed on 01-01-2022Guard organization in the District/

 Criteria for Short-Listing / Selection for the posts:

Academic Qualification:- 80- Points ( on Pro-rata Basis). The points will be awarded for Marks obtained in Requisite qualification (qualification of eligibility) only.

Points for Viva-Voce: 20

Candidates shall be shortlisted based on the merit of their educational qualification points in the ratio of 1:5 ie. 5 candidates for one post. Candidates obtaining equal merit shall also be called for interview.

List of shortlisted candidates shall be intimated through print and electronic media and candidates may be required to bring original testimonials for verification and checking before the interview committee constituted for the purpose. Any misrepresentation of facts on the application form disturbing the short listing may invite legal action/disqualification.

No individual interview call letters shall be issued. No TA/DA will be paid.

Terms and conditions to be kept in Mind:-

1. The engagement/ hiring of the staff is purely on temporary basis initially for a period of oneyear, on consolidated honorarium as per the guidelines of the scheme, subject to the satisfactoryperformance, continuation of the scheme and funding from the government.

2.The Consolidated honorarium of the posts will be decided by the Competent Authority as per the revised guidelines of Mission Shakti, notified by the Ministry of Women & Child

3. Development, GOI, Vide No. WW-23/1/2021-WW, Dated 14-07-2022.

4. Applicant must be a Domicile of the Union Territory of J&K.

5. Applicants should be medically fit for field visits in different blocks/ villages of District Baramulla. The engagement being a temporary arrangement is terminable if the performance is not satisfactory as assessed by the District Level Committee headed by the District Magistrate/District Development Commissioner.

6. There shall be no right to seek permanent absorption in any department or regularization of any sort (Agreement for the same sworn before judicial Magistrate 1° Class needed to be executed upon selection before joining).

7. Candidates must possess the required eligibility/qualification by or before the last date for submission of the application form.

8. Any claim regarding qualification made after the closing date of receiving application forms shall not be entertained. The last date of receipt of application forms shall be the cut-off date for determining the eligibility.

Candidate must have good moral character.

10. Candidates have to apply separately for each post. If any candidate is shortlisted for interview for more than one post applied for, he/she shall have to indicate his/her preference at the time of interview on given proforma so that a candidate is selected for one post only in final selection lists.

11. No. of posts can be increased or decreased any time and the Selection Committee has the right to reject any application on relevant grounds.

12. The Selection Committee at any time reserves the right to cancel/put in abeyance the advertisement notice without assigning any reason thereof.

13. The Selection list to be issued shall be provisional and subject to the verification report regarding authenticity of the documents from the issuing bodies/organizations. Any adverse report received regarding the documents produced based on which selection is obtained shall invite legal/penal action under relevant rules/laws and selection so obtained shall be cancelled initio.

Jammu and Kashmir Public Universities Bill 2022

Government  proposes appointment of posts in universities through J&K 
Public Service Commission and Service Selection Recruitment Board (SSRB).

Srinagar, October 24/022: The Jammu and Kashmir Public Universities Bill 2022 has proposed that the appointment to any post in all universities would be filled by Public Service Commission (JKPSC) and Service Selection Recruitment Board (SSRB).

Before the formulation of Jammu and Kashmir Public Universities Bill 2022, the appointment was being done at the university level.

The bill says that it would be done on the reference of posts by universities to the Jammu and Kashmir Public Service Commission for Screening

According to the Jammu and Kashmir Public Universities Bill 2022, a copy of which lies with the  KNO reads:

 “Notwithstanding anything contained in any other law for the time being in force or any contract, customs, or usage to the contrary, all universities established and regulated under the Act shall refer all Open and Direct posts of officer cadre and all teachers and equivalent positions in their universities to the Jammu and Kashmir Public Service Commission (JKPSC) for an all India advertisement and screening.”

Stating the provisions regarding eligibility, manner of appointment etc. to posts in the university, the bill reads,

“The minimum qualification and eligibility for appointment to any post in the university shall be as provided for by the UGC regulations and regulations of other regulatory bodies governing such appointments.”

“Every post referred to the Jammu and Kashmir Public Service Commission by the public universities shall be processed on a fast-track basis and the entire process from advertisement to screening shall be completed within three months,” it reads.

The Jammu and Kashmir Public Universities Bill 2022 also reads:

“Notwithstanding anything contained in this Act, the promotions under the Career Advancement Scheme (CAS) of teachers, officer cadre, and equivalent positions shall be dealt with by the University.”

It also said that notwithstanding anything contained in this act, appointments to all positions including teaching positions and equivalent positions, positions in the officer or non-teaching cadre and equivalent positions, or any other positions of the Higher Education Department of the government shall be governed and regulated by the Department of the Government entrusted with the subject of Higher Education.

 

About the screening test, the bill reads that the Jammu and Kashmir Public Service Commission shall conduct a screening process in the following manner for all applicants or candidates except those applying for the posts of professor and equivalent positions.

 It reads:

“The screening process shall comprise a written test and an evaluation of the Academic Record and Research Performance or Academic Record, Qualifications, background and experience of the candidate,”

It also reads:

that the written test shall comprise a compulsory general studies paper common to all subjects and faculties and a subject-specific paper depending on the position applied for. “Provided that the weightage accorded to the general studies paper shall not be less than 15 percent of the total weightage accorded to the written examination.”

The syllabus of the papers above stated shall be as prescribed by the Jammu and Kashmir Public Service Commission.

The academic record and research performance or academic record, qualifications, background, and experience of the candidate shall be evaluated based on a set of transparent criteria to be notified by the Jammu and Kashmir Public Service Commission.

The criterion shall be as far as possible based on the advice, guidelines and regulations issued by the UGC and other regulatory bodies from time to time.

“Based on the results of the written screening test and the academic record and research performance or academic record, qualifications, background, and experience score sheet of the candidate, the Jammu and Kashmir Public Service Commission shall recommend candidates in the ratio of 1:4 for Personal Interview/lecture demonstration and final selection by the concerned University,” it reads.
